Predicament Management

In government contracting, most programs involve applying traditional systems and solutions to conventional problems, no matter how complex. But in today’s military and civilian agencies, there are some problems that are beyond complex…they are predicaments.

A predicament is a situation with complicated, shifting, and seemingly intractable dilemmas. Clear fixes don’t exist. Uncertainty is inherent. Unexpected events must be coped with. There are no straight lines, and no pat answers.

When faced with a one-of-a-kind predicament — like demilitarizing chemical weapons and building organizations to support U.S. border protection — conventional assumptions and solutions are unreliable, even fraught with risk.

Predicament management demands uniquely engineered solutions. And Horne International delivers. The ability to see a not-so-obvious solution to a non-conventional problem…to solve the seemingly unsolvable and manage the unpredictable…to navigate with changing winds. Most importantly, predicament management means having the expertise to anticipate and head off problems before they impact the mission.

Problem Solved

Horne specializes in predicament management, bringing a tailored approach to some of the government’s most daunting challenges.

When it comes to predicament management, we are problem solvers—working at the intersection of policy, science, engineering, and implementation. Bringing diverse elements together to work as one: program knowledge, facilities, resources, budgets, acquisition, policy management, risk management, public involvement, information management, technical support, reporting. Whatever it takes to get the job done.

Assembled Chemical Weapons Alternative (ACWA)

The mission: Chemical weapons are configured with a volatile array of fuses, explosives, propellant, and chemical agents. These weapons have been stockpiled at sites across the U.S. ACWA’s mission is to safely test and demonstrate alternative technologies to demilitarize the nation's stockpile of assembled chemical weapons.

Uniquely engineered: Horne has supported the ACWA program since its inception —providing high-quality administrative and technical support for full-scale testing of neutralization technologies. A key success factor: public outreach with a commitment to meaningful stakeholder involvement.
