Public Outreach

Many of the U.S. government’s priority programs have an immediate impact on the citizens of the United States and the communities in which they live, work, learn, and play. To ensure optimal outcomes for the projects that advance the mission of the U.S. government, the public must be involved and their interests protected every step of the way. As a critical component of virtually every engineering and environmental project we undertake, Horne International plays a vital role in implementing and managing meaningful policies and procedures for public outreach, including involving citizens in planning and decision-making and engaging federal, state, and local legislators.

Public Involvement

Public involvement is a key aspect of Horne’s public outreach services. We work with agencies to implement programs geared toward obtaining and considering the views of the general public in planning and executing engineering and environmental programs.

Our goal is to ensure that individuals and organizations who may be affected by a project are kept informed and have an opportunity to provide input from design through implementation. Our public involvement services include —

  • Preparing strategies to ensure public involvement
  • Assisting customers in maintaining open communications and participation among project stakeholders
  • Organizing public meetings and maintaining a record of public comments

Legislative Liaison

Working with federal, state, and local legislators is critical to ensuring a smooth path for project approval and execution. Horne works with its customers to serve as a legislative liaison on engineering and environmental projects, providing technical expertise and strategic information about a project. Our legislative liaison services include —

  • Drafting Congressional testimony
  • Supporting legislative interaction and relationship efforts

Customer Spotlight

Assembled Chemical Weapons Alternatives Program

The mission: Chemical weapons are configured with a volatile array of fuses, explosives, propellant, and chemical agents. These weapons have been stockpiled at sites across the United States. The Assembled Chemical Weapsons Alternatives (ACWA) program’s mission is to safely test and demonstrate alternative technologies to demilitarize the nation's stockpile of assembled chemical weapons.

Uniquely engineered: Horne has supported the ACWA program since its inception — providing high-quality administrative and technical support for full-scale testing of neutralization technologies. A key success factor: public outreach with a commitment to meaningful stakeholder involvement.
