Business Process Analysis
Many processes followed by organizations are inherited without rationale or documentation for their existence. Oftentimes procedures are incomplete, inconsistent, or do not exist in written form. Horne has the expertise to identify, analyze, and resolve those challenges.
The first step in any effort to re-engineer business processes is to examine every aspect of a business and its existing procedures, then define functional and system requirements for new processes and map out an approach to address change and improve the efficiency and effectiveness of processes. Horne approaches business process analysis with a three step methodology:
- Business process mapping. We provide extensive expertise in mapping business processes across an organization and interactions with other organizations. Our approach maps underlying processes for planning, program/project management, budgeting, acquisition, environmental, and all aspects of project execution and lifecycle maintenance.
- Policy and process analysis. The next step is to conduct a fundamental analysis of the business and its existing processes. Our goal is to assess the effectiveness of policies and business processes and re-engineer them where efficiencies can be gained. We work with clients to determine functional and system requirements, and then document best practices for optimal performance.
- Standard operating procedures. Once the mapping and analysis is in place, we document standard business processes for the organization. Our objective is to publish and disseminate a more complete and prescriptive set of standard operating procedures across the organization

Department of Homeland Security, Asset Management Support
The mission: A vital agency within the U.S. Department of Homeland Security (DHS), Customs and Border Protection is charged with managing, controlling, and protecting the nation's borders. Its Office of Asset Management is responsible for the planning, budgeting, and execution of new construction and leasing, acquisition and installation of tactical infrastructure, and operation and maintenance of real property.
Uniquely engineered: Horne developed considerable experience and in-depth expertise regarding DHS facilities processes during our work conducting business process analyses, management studies, and after-action reviews for DHS. Today, we are at work developing standard operating processes and procedures to help the Office of Asset Management more efficiently achieve its mission.
