Procurement Policy

The acquisition life cycle begins and ends with procurement policy. The U.S. government has developed processes, procedures, and rigorous compliance reviews to ensure the efficiency and effectiveness with which government funds are spent.

The acquisition services team at Horne International has decades of experience helping customers define their procurement policies and implement procedures to ensure compliance — in a way that ensures the best value for our taxpayers and the best support for our warfighters.

Our acquisition experts have spent time on both sides of Contractor Purchasing System Reviews (CPSRs) and Property System Reviews (PSRs) and know how to help you meet their stringent standards. And we can apply our extensive field experience — both at home and abroad — to the most demanding procurement policies and procedures.

Customer Spotlight

U.S. Agency for International Development (USAID)

The mission: USAID is the government agency providing U.S. economic and humanitarian assistance worldwide. The agency has been helping Iraqis reconstruct their country since Saddam Hussein’s regime was overthrown in 2003. That effort ranges from short-term provision of essential services to long-term development — including a massive procurement process.

Uniquely engineered: Horne International served on a team headed by Bechtel National, Inc., supporting USAID’s effort to repair and rebuild Iraq’s infrastructure. As part of the effort to acquire equipment and materials, Horne prepared more than 120 purchase orders valued at about $40 million. We also expedited movement and delivery of the goods in the Middle East.
