Pre-Award Planning

The next stage of the acquisition life cycle is requirements definition. The objective is to field new equipment, material, or services that satisfy an approved statement of work or need. Pre-award planning ensures that the solution to be acquired will meet objectives for performance, cost, schedule, scope, and compliance.

Horne International delivers pre-award planning services to help customers define a requirement, draft and direct performance-based statements of work, prepare acquisition plans and delivery schedules, draft requests for proposals, and develop documentation required to prepare a contract to field a new capability.

We also work with customers to ensure strategic sourcing, including —

  • Developing source selection planning and techniques
  • Finding new suppliers
  • Justifying other than full and open competition
  • Handling source qualification and selection

General Services Administration

The mission: The U.S. government has one of the country’s largest leasing requirements for real estate. To optimize lease acquisition and contract management, the Gerneral Services Administration (GSA) needs full life-cycle leasing support across all GSA regions in executing lease transactions for U.S. government real estate in all 50 states.

Uniquely engineered: Horne International is partnering with The Staubach Company to provide real estate brokerage services to the GSA nationwide. Horne will provide construction management, program management, lease transaction support, small business advocacy support, and post-award services, including construction oversight of lease-related build-outs.
