Contract Administration

Monitoring and evaluating contract performance is a critical step in the acquisition process. Horne International delivers extensive services to assist and provide guidance in all aspects of contract administration.

Performance-based contracting is an increasingly important tool in the government acquisition process, and one that Horne specializes in. Our contract experts can help draft and maintain a performance-based scope of work (SOW).

We also handle myriad contract administration tasks related to pricing and cost analysis, including analyzing cost proposals, preparing cost and price analyses in support of audits, and assisting in negotiations regarding price adjustments to a contract.

And we are actively involved in all aspects of modifications, requests for equitable adjustments (REAs), payments, compliance, and cost settlements.

Iraq Reconstruction

The mission: One of the U.S. government’s top priorities has been to repair and rebuild Iraq’s infrastructure. The overall aim of the effort is to help maintain stability, ensure the delivery of essential services, and facilitate economic recovery. For this vital effort, the acquisition management challenges are fierce and must take into account climate, culture, speed, cost, policies and regulations, environmental impact, and — above all — safety and security.

Uniquely engineered: Horne International is managing acquisition services for myriad aspects of Iraq reconstruction — ranging from purchasing large quantities of engineered equipment, materials, and supplies to reconciling contracts and invoices worth hundreds of millions of dollars for support operations.
