Regulatory Affairs Specialist, Policy Analyst

Horne Engineering Services, a subsidiary of Horne International, is seeking a Regulatory Affairs Specialist, Policy Analyst to serve as the Regulatory Affairs Specialist (RAS) in the Army’s Office of Regional Environmental and Governmental Affairs - Northern (OREGA - N) in Aberdeen, Maryland. Duties will include researching and evaluating technical and regulatory developments that affect Army/DoD operations within the geographic area. As appropriate, the successful candidate will produce reports, assessments, and analyses, and will be a primary author of the Northern Review Newsletter and other publications. Technical, regulatory, and legislative environmental experience is necessary for this position.

Specific duties and responsibilities include the following:

  • Provide legislative, regulatory, and technical support to the Army’s OREGA - Northern staff.
  • Track and assess implications of proposed and final state laws and regulations and other environmental issues having immediate or potential impact on Army/DoD installations and activities.
  • Participate in regional environmental partnerships and communicate, facilitate, and coordinate relevant initiatives resulting from these partnerships with DoD installations within the region of responsibility.
  • Attend meetings and hearings, as necessary.
  • Prepare concise legislative and regulatory summary analyses for inclusion in the Northern Review Newsletter, periodic Regional Alerts, and other deliverable documents.
  • Contribute articles to the Newsletter and other publications.
  • Identify innovative solutions implemented by Army/DoD installations and other services to resolve difficult environmental issues, and prepare success story articles for publication by the Army and DoD.
  • Maintain legislative and regulatory tracking and other databases.

Senior Construction QC/QA Engineer—Afghanistan

The incumbent for this position oversees Security Logistic Team (SLT) Engineers and gathers critical information to facilitate safe and secure execution of reconstruction missions by conducting site assessment visits prior to, during, and at the completion of the project. This includes the following:

  • Coordinating QA engineer teams for the assigned oversight office
  • Identify civil affairs projects to enhance construction projects
  • Prepare Preliminaries and Executive Summaries for all site visits
  • Provide Site Information Reports and give input to Project Engineer
  • Complete Construction Progress, Quality Assurance, and Safety Reports for all site visits.

Job Qualification Requirements:

  • Must have an ABETS accredited degree in Engineering or a NAAB accredited degree in Architecture.
  • Must have at least 5 years of experience in non-residential construction in QA/QC and supervisory jobs.
  • Must have an ACTIVE SECRET Clearance — (Meaning you have worked on a SECRET job or higher in the last two years and you are not more than 10 years out from your original SECRET investigation determination.)
  • Experience and familiarity with terminology, methods, and materials of various types of commercial construction concepts, practices, and procedures.
  • Ability to clearly communicate verbally and in writing with customers and staff architects/engineers, subcontractors and vendors.
  • Must be proficient in Microsoft Office such as WORD, EXCEL, and PowerPoint.
  • Must have extensive experience and judgment to plan and accomplish goals.
  • Prior experience with United States Army Corps of Engineers (USACE) is highly recommended.

Construction QC/QA Engineer—Afghanistan
