Horne International Subsidiary Wins Contract
To Overhaul U.S. Coast Guard’s William Tate

Florida-Based CEECO to Perform Work
at Philadelphia Coast Guard Station

Fairfax, VA — August 6, 2007 — Horne International, Inc. (OTCBB: HNIN) today announced that the U.S. Coast Guard (USCG) awarded a contract to Coast Engine & Equipment Company, Inc. (CEECO) to undertake renovations and repairs on the William Tate, a USCG buoy tender. The estimated value of the contract is $312,000. CEECO is a wholly owned subsidiary of Horne International, a leading program engineering and technology solutions company.

Based in Cape Canaveral, Florida, CEECO provides specialized fabrication and maintenance support for ship and maritime navigation systems for U.S. ports and waterways, as well as for industrial customers. The extensive work on the William Tate includes decking and pipe restoration, insulation repairs, rebuilding of sump pumps, buoy crane repairs with testing and calibration, and the cleaning of environmentally sensitive tanks and other storage areas.

“The contract to renovate the William Tate provides CEECO with an excellent opportunity to showcase its enhanced capabilities,” said Darryl K. Horne, President, Chief Executive Officer and Chairman of Horne International. “Our long-term strategic goal has been to expand the capabilities of CEECO so it is able to provide more comprehensive maritime renovation and repair services to our key customers, including the U.S. Navy, the U.S. Coast Guard, and private sector companies such as Disney Cruise Lines and Rinker Cement.”

Once the project begins later this month, CEECO expects renovation of the William Tate to be completed in six weeks.
