Horne Engineering Approved to Bid
on U.S. Navy’s SeaPort-e Contracts

Fairfax, VA July 2, 2007 Horne International, Inc. (OTCBB: HNIN), a leading program engineering and technology solutions company, today announced today that Horne Engineering Services, LLC, is part of a team selected by the U.S. Navy for its SeaPort Enhanced (SeaPort-e) contracting program. Horne Engineering is a wholly owned subsidiary of Horne International.
Horne Engineering is on a team led by CPS Professional Services, LLC, a service-disabled veteran-owned business that specializes in transformation, security and IT solutions for Department of Defense customers. “As a member of the CPS SeaPort-e team, Horne International is able to take another step forward in support of its growth strategy,” said Darryl K. Horne, President, Chief Executive Officer and Chairman of Horne International. “Seaport-e provides us with greater access to Navy customers and paves the way for us to expand our customer base and increase our revenues.”
SeaPort-e is a Multiple Award Contract (MAC) designed to procure engineering, technical, programmatic and professional support services for authorized users through all phases of the ship and weapon system life cycle. SeaPort-e supports key U.S. Navy commands, including Naval Air Systems (NAVAIR), Naval Sea Systems (NAVSEA), Space and Naval Warfare Systems (SPAWAR) and Naval Supply Systems (NAVSUP).
