Horne International Subsidiary Names
New Manager of Middle East Programs

Ashraf N. Wahba to Focus on Engineering
and Construction Management Services

Fairfax, VA — October 11, 2007 — Horne International, Inc. (OTCBB: HNIN) today announced that Ashraf N. Wahba, P.E., has been named Manager of Middle East Programs for Horne Engineering Services, LLC. Headquartered in Kuwait, Mr. Wahba will lead Horne Engineering’s efforts to provide engineering and construction management services in the Middle East.

Before joining Horne Engineering, Mr. Wahba served as Chief of the Kuwait Programs Office and the Area Engineer for the U.S. Army Corps of Engineers Transatlantic Programs Center. He was responsible for the management of all planning, design and construction activities for U.S. Forces in Kuwait. He also served in other leadership positions for the Corps throughout the Middle East, including program manager for the Iraq Resident office in Baghdad. His 37 years of distinguished U.S. government service included work for the U.S. Coast Guard and U.S. Air Force.

Mr. Wahba earned a bachelor's degree in electrical engineering from Ain Shams University in Cairo and a master's degree in systems management from the University of Southern California. Mr. Wahba is fluent in both English and Arabic and is a life member of the Society of American Military Engineers.
