Horne International Adds Sculley and Thomas
to Corporate Advisory Board
Lerner to Lead Investor Outreach Program
Fairfax, VA December 19, 2006 Horne International, Inc. (OTCBB: HNIN.OB), today announced that Dr. Jay Sculley and James E. Thomas III have joined the company’s Corporate Advisory Board and that Dr. Theodore R. Lerner has been retained to provide investor relations services.
Jay R. Sculley, Ph.D., P.E., joined Horne Engineering Services in 2001 and served as its Director, Science and Technology, from 2003 to November 2006. Before joining Horne Engineering, he was Chairman and CEO of Allied Research Corporation. From 1981 to 1989, he was Assistant Secretary of the Army for Research, Development and Acquisition, responsible for managing a $25 billion program and serving as the scientific advisor to the Secretary of the Army. Dr. Sculley received his bachelor of science degree in civil engineering from The Virginia Military Institute (VMI) and his Ph.D. in environmental engineering from The Johns Hopkins University. He taught civil engineering at VMI for 11 years and headed the department for the last three of those years. In 1995, the American Society of Engineering Management named him Engineering Manager of the Year.
James E. Thomas III has more than 25 years of diverse corporate administration and human resources experience. Most recently he was Executive Vice President, Human Resources and Administration, for webMethods, Inc., with worldwide responsibility for human resources, information technology, and facilities. He also held senior management positions with Ford Motor Company, the American Red Cross National Headquarters, Qwest Communications, and Lockheed Martin’s Aerospace and Information Systems companies. Mr. Thomas is a member of the Human Resource Institute’s advisory board, the Senior Human Resources Executive Forum, the Society for Human Resource Management, the Human Resources Planning Society, and the Potomac Officers Club. Mr. Thomas received his bachelor’s and master’s degrees in industrial technology from Montclair State University.

The two new members join Michael J. Bayer, Christopher D. Brady, and Gregory L. Frank on the Advisory Board, which was established in 2005. Mr. Bayer is a former Associate Deputy Secretary of Commerce and has served on many boards within the Department of Defense. Currently, he is a consultant engaged in enterprise strategic planning and mergers and acquisitions. Mr. Brady is the founding partner and Chairman of The Chart Group, a merchant banking firm that sponsors alternative investments and provides senior-level advice and capital access to corporate clients. He also serves on the boards of directors of several companies. Mr. Frank is executive vice president of Battelle Science & Technology International, the global commercial and government segment of Battelle Memorial Institute. He has served on the Board of the National Defense Industrial Association and on the Defense Science Board.
