Horne International Restructures
Executive Team to Focus on Growth

Fairfax, VA — October 30, 2006 — Darryl K. Horne, chairman, president, and CEO of Horne International, Inc. (OTCBB: HNIN.OB), today announced a restructuring of the corporation’s executive management team.

“Value creation for our customers, our employees, and our shareholders is my foremost responsibility,” Mr. Horne stated. “Value creation comes through growth, and that is where I am focusing my energy. Horne International has built a first-class management team, and I have delegated most day-to-day management responsibilities to them.”

Mr. Horne will concentrate on strategic planning and business development efforts. He said that he has put in place “a centralized, growth-oriented business development organization” and that he expects to announce soon a key new hire to lead this effort.

Charles S. Mahan, Jr., has been elevated to the position of Horne International’s chief operating officer. Previously he was president of Horne Engineering Services, LLC, the company’s largest subsidiary. All operating units of Horne International now report to Mr. Mahan.

The company is aggressively pursuing its investor relations program and recently made changes in that regard. Gerry A. Simone completed her investor- and media-relations assignments and is no longer with Horne International.
